The Venture Philanthropy Partnership (VPP) is a group of entrepreneurial minded Jewish funders from the Philadelphia area, committed to working collaboratively to support and develop strategic and cost effective solutions to problems affecting both the local Jewish and secular communities. The VPP funders decided to initially focus their resources on services to individuals with special needs and awarded JFCS a three year grant to create a web-based resource center and support a phone or warm line, answered by an intake clinician. This grant provided the ability for JFCS to offer expanded intensive care management services and work collaboratively with its ten founding partner agencies to offer the specialneedsphilly.org web site and warm line service to the community.
JFCS, along with the ten agencies noted below, have pooled their resources to make one searchable database:

- Jewish Community High School of Gratz College
- Jewish Family and Children’s Service (JFCS)
- Jewish Information Referral Services (JIRS)
- Jewish Learning Venture, formerly ACAJE-JOP
- Judith Creed Homes for Adult Independence, Inc. (JCHAI)
- Politz Hebrew Academy
The VPP Funders are:
Jewish Federation of Greater Philadelphia, James and Debra Kahn, Lasko Family Foundation, Saba Chai Five Foundation, Shuster and Norry Philanthropic Foundations, Sally Cooper Belznak Philanthropic fund, Saligman Family Trust and Stein Family Foundation.
